Hey everyone! I wanted to take a moment to introduce myself. My name is Justin Franklin, and I have been the Assistant Director of Metro Animal Services (MAS) since June 2023. Upon stepping into this role, I quickly realized the significant need to support the animals in the Louisville Metro community. I am proud to be part of the team working to find these animals their “furever” homes, and I couldn’t do this without the amazing work and support of the MAS staff!

Louisville, KY- June 1, 2024– Friends of Metro Animal Services (FOMAS) announced that David W. Payne has been appointed as its new Executive Director and he will play a pivotal role in driving the organization’s strategic initiatives to assist Louisville’s homeless and abandoned pet population. With Payne’s background in fundraising, public outreach and donor relations, he brings an abundance of experience and expertise to FOMAS. “We are thrilled to welcome David to FOMAS,” said Stephanie Gumm, Chairman of the Board of Directors of FOMAS. “His innovative approach, strategic mindset, and passion for animal welfare align perfectly with our mission. This is a crucial moment for animal welfare as many shelters across the nation, like Louisville Metro Animal Services, are overcrowded and in crisis. The Board is excited to have David join us so that we can continue our work of supporting LMAS in its time of need.” In his new role, Payne will manage all day-to-day operations for FOMAS, as well as being responsible for developing a strategic plan for fundraising for the organization in coordination with the Board. Payne will oversee donor engagement, grant opportunities, and community outreach initiatives. David holds a bachelor’s degree from the University of Louisville and has a track record of delivering exceptional results in his previous positions. David expressed enthusiasm about joining FOMAS, “I am deeply honored to assume the mantle of Executive Director at FOMAS, and it is a responsibility I embrace with the utmost seriousness and dedication. Reflecting on the inspiring words of Jonas Salk, “Hope lies in dreams, in imagination, and in the courage of those who dare to make dreams into reality,” I am reminded of my lifelong aspiration to lead a nonprofit organization. My vision is to develop an institution where empathy and kindness are the cornerstones, benefiting both our animal companions and the people who care for them.” About FOMAS: Friends of Metro Animal Services (FOMAS) is a 501(c)(3) organization and is the sole fundraising entity for Louisville Metro Animal Services (LMAS) in Louisville, Kentucky. FOMAS is dedicated to improving the lives of stray, abandoned, and lost animals in the Louisville community by providing additional dollars for LMAS, which makes it possible for the shelter to offer services that exceed what LMAS’ government budget allows. FOMAS is happy to announce that Kaelyn Biller has joined us as our Director of Operations and Administration. Kaelyn will keep day-to-day operations running smoothly and will serve as a point of contact for FOMAS. Kaelyn lives with her family in Fisherville and along with her husband and three sons is the proud parent of Mr. Papagiorio who was adopted from Louie’s Legacy in November of 2022.
